Steven Bipes

Steven Bipes is a Senior Advisor of Albright Stonebridge Group. Based in Brazil, Mr. Bipes assists the firm’s clients with his unique knowledge of the Brazilian government and industry and has extensive experience operating in the public and private sectors in the U.S. and Brazil.

From 2009-2011, Mr. Bipes served as Executive Director of the U.S. Section of the Brazil-U.S. Business Council in Washington, DC and now serves as its Chief Representative in Brazil. In these responsibilities, Mr. Bipes has been responsible for developing, promoting, and executing programs and policies related to advancing trade and investment between the two countries. Prior to joining the Council, he served as senior director of international policy for the American National Standards Institute (ANSI) where he oversaw the coordination of U.S. policy development and participation with international and national standards and conformance bodies in the Americas, Asia, Europe, Middle East and Africa. During his tenure there, he led a team which advanced programs with Brazil, China, India, and South East Asia as well as ongoing bilateral interaction with 160 public and private sector national standards bodies worldwide to improve regulatory frameworks, align standards, eliminate duplicative requirements and otherwise facilitate market access and reduce business transaction costs in international trade.

Mr. Bipes has worked with various international and multilateral policy fora that support international trade. Internationally, this includes interaction with the Asia Pacific Economic Cooperation (APEC), the European Commission, the International Organization for Standardization (ISO), the Pan American Standards Commission (COPANT) and other regional organizations and their respective member bodies. Mr. Bipes has also worked extensively with U.S. and foreign government agencies that deal with trade and regulatory issues.

Mr. Bipes previously worked in the telecom, manufacturing, and software industries for 10 years. He served as a member of U.S. delegations to the NAFTA Consultative Committee for Telecommunications (CCT) and the Inter-American Telecommunication Commission (CITEL) under the Organization of American States (OAS). Mr. Bipes also participated in the Telecommunication Industry Association’s (TIA) Regulatory Engineering Committees, coordinating with the U.S. Federal Communication Commission (FCC) in the deregulation of its various programs, and participated in the harmonization of global technical telecommunications and electrical safety requirements.

Mr. Bipes earned his B.S. in electrical engineering from Purdue University and a certificate in executive nonprofit leadership from the Georgetown University Public Policy Institute.
