Lien Nguyen, based in Hanoi, is a Senior Advisor with ASG’s East Asia and Pacific practice, where she advises clients on government relations, market access, and investment strategy.
Ms. Nguyen previously worked as Deputy Program Director for USAID’s Governance for Inclusive Growth Program in Vietnam, where she led technical aspects of the program on governance, inclusion, and trade regulatory reforms. Ms. Nguyen has also worked with the United Kingdom’s Department for International Development (DFID) as a Governance Advisor. In this role, she led program design, management, and evaluation in DFID’s governance portfolio in Vietnam.
From 1996 to 2008, Ms. Nguyen served as the Deputy Director of the Tax Modernization Department in the General Department of Taxation within Vietnam’s Ministry of Finance. During her twelve years in government, she negotiated and implemented Vietnam’s tariff commitment under the ASEAN Free Trade Agreement, and managed tax modernization projects and technical assistance programs, working closely with the World Bank and the International Monetary Fund.
Ms. Lien is the lead author of the Vietnam Corporate Transparency Report 2018 for Transparency International. She has co-written several papers on business integrity and has been guest speaker and trainer on corporate transparency and integrity for companies and youth in Vietnam and overseas.
She holds a Master of International Tax from the Faculty of Law at The University of Sydney and a Bachelor of Arts from Hanoi Foreign Trade University. She speaks English and Vietnamese.
