Carlos dos Santos

Ambassador Carlos dos Santos is a Senior Advisor in ASG’s Africa practice, where he draws on his distinguished 40-year diplomatic career to help clients navigate the complex intersection of business, government, and multilateral institutions.

Ambassador dos Santos has held senior diplomatic positions throughout his career. From 2015 to 2022, he served as the Ambassador of Mozambique to the United States and High Commissioner for Canada. Prior to this role, he served as High Commissioner for the United Kingdom, Ambassador to Ireland, and Governor at the Commonwealth Board of Governors. He also served as the Ambassador of Mozambique to Germany, Austria, and the Holy See.

From 1996 to 2002, Ambassador dos Santos served as Mozambique’s Permanent Representative to the United Nations and Ambassador to Jamaica and Trinidad and Tobago. During his time at the UN, he led negotiations for two global conferences to ban landmines and combat the illicit trade of small arms and light weapons. Ambassador dos Santos has also served at senior levels within the government of Mozambique, including as Director for Europe and the Americas at the Ministry of Foreign Affairs and Cooperation and Senior Advisor to the President, among other roles.

Ambassador dos Santos holds an MBA from the City University of New York, a M.S. in International Relations, and a B.S. in Politics and Administration from the University of Zimbabwe.

He speaks Ronga, English, Portuguese, Spanish, and French.  

He is based in Maputo, Mozambique.
